Happenings in Harrisburg - A Legislative Update - December 13, 2024
We will hold our Annual Day at the Capitol on Tuesday, June 3, 2025 at the Harrisburg Hilton. We encourage all members to support PSTAP's advocacy efforts by getting involved in the legislative process. One way you can do this is by attending our Day at the Capitol. It is a free event to members, where PSTAP provides breakfast, lunch and 2 hours of CPE, but what we really provide is a VOICE! Our agenda for June 3rd will be announced in the coming months, but save the date and plan to attend this year because you can help to make our voice louder!
Today was the final session day of the 2024-2025 legislative session. The Pennsylvania House of Representatives and Senate will both reconvene on Tuesday, January 7, 2025. Any legislation that was introduced in the current session, but not passed, regardless of where it is in the process, will die and need to be reintroduced in the new 2025-2026 legislative session that begins January 1, 2025.
There have been a number of memos issued by legislators for the upcoming session. These memos are issued to alert other legislators and stakeholders of their intent to introduce legislation. Other legislators can then choose to sign on as a co-sponsor of the legislation.
PSTAP issues position statements on bills (once they become bills) that we support or oppose.
Representative Keith Greiner filed the following memo regarding legislation that will be introduced in the next legislative session: “Federal installment sales refer to the sale of property where at least one payment is received after the tax year of the sale. The IRS allows taxpayers to defer a portion of the gain on the sale of an investment property with an installment sale agreement.
However, the PA Department of Revenue does not allow for similar agreements to be entered. Revenue requires the seller to make a payment on the full amount of the sale in a lump sum and does not allow the seller to spread the tax liability over the duration of the payments by the purchaser. My legislation would require the Department to conform with the Federal Tax Code and allow a seller to spread out their tax liability over the duration of their payments.”
